Welcome to the URPG Legendary Rework!

Current State of Legendary Pokemon

The current state of legends is inherently a little awkward. They’re valued and hard-earned trophies, but are rarely used or seen outside of FFAs.

Certain legends are vastly more viable than others in various sections, most notably battles. This makes them valuable choices for legend claims and often times, other less “viable” claims feel regrettable or underwhelming for the amount of effort put in to get them.

Overall, these factors create an environment where Legends are often completely unseen, and where only a small subset of powerful legends are frequently claimed or considered. These top-tiered legends existing influence everyone else’s claim decisions, especially when it comes to people interested in battles. Many people feel pressure to claim a competitive legend rather than one that they really like.

One of the top draws of URPG is being able to find a varied battle experience with a lack of the four-move limit, and seeing Pokemon become viable or used in fun ways where they normally wouldn’t. We feel that the same should apply to legends--it would create a healthier environment if there was space for less battle-”viable” legends to exist, without making it feel punishing for the people who put in the work to be able to claim them.

The Changes

Legendaries will now be sorted into two tiers:

Tier 1
These are the legendaries that are exceptionally powerful. They coincidentally happen to be mostly “box” (flagship legendaries featured on box art in the main games) legends and a few choice Mythicals and Ultra Beasts.

Generation 1: Mewtwo, Mew
Generation 2: Lugia, Ho-oh
Generation 3: Rayquaza, Kyogre, Groudon, Deoxys, Jirachi
Generation 4: Arceus, Giratina, Dialga, Palkia
Generation 5: Zekrom, Reshiram, Kyurem
Generation 6: Yveltal, Xerneas
Generation 7: Cosmog, Cosmoem, Lunala, Solgaleo, Necrozma, Magearna
Ultra Beasts: Poipole, Naganadel, Celesteela

Tier 2
This tier does not mean that these legends are not in some cases powerful, or that they are not good legends, but rather that they do not consistently outperform both their peers and most of the non-legendary Pokemon in the game in the same way that Tier 1s do.

Some Legendaries in this tier are stronger than others--that is intentional and unavoidable. Ultimately, the fact that some Tier 2s are better than others does not mean that they are near the power level of Tier 1. The below Pokemon have clear strengths and clear weaknesses and do not dominate the overall metagame by virtue of existing.

Generation 1: Zapdos, Moltres, Articuno
Generation 2: Suicune, Raikou, Entei, Celebi
Generation 3: Regirock, Registeel, Regice, Latios, Latias
Generation 4: Uxie, Mesprit, Azelf, Cresselia, Heatran, Regigigas, Manaphy, Shaymin, Darkrai
Generation 5: Cobalion, Virizion, Terrakion, Landorus, Thundurus, Tornadus, Victini, Keldeo, Meloetta, Genesect
Generation 6: Diancie, Hoopa, Volcanion, Zygarde
Generation 7: Tapu Koko, Tapu Fini, Tapu Lele, Tapu Bulu, Marshadow, Zeraora
Ultra Beasts: Nihilego, Buzzwole, Pheromosa, Xurkitree, Kartana, Guzzlord, Stakataka, Blacephalon

Earning Legends in the Tiered System
With the new proposed tiers, earning legends would be mostly the same.

A Tier 1 legendary would be earned the same as current requirements. This means that you would need to make $1,000,000 referee wages to claim a Rayquaza, or $500,000 Grader wages to claim a Mewtwo, etc.

A Tier 2 legendary would be earned with half of the current requirements. To claim an Azelf, you’d only need $500,000 referee wages, or $250,000 Grader wages, etc. This “half” is just a standard metric for consistency--any goal-based legendaries in the system later on (if they are created) can be tweaked to create an appropriate similar difficulty level.

This allows more Tier 2 legendaries to appear in URPG, while still keeping Tier 1 legends at the same difficulty of attainment and rarity as they are now. We can start to see legends that are fun to play with and around that have exploitable weaknesses. These lower goals will also stimulate activity for those who feel like that half requirement is more attainable than the full for the Pokemon they want.

Calculating Legend Progress for Tiers
Legend trackers will not need to change in order to accomodate for the change. Progress would be tracked the same for both types as one “pool”. When you claim a legend of a certain tier, it removes from that pool.

Example: I get to $1,000,000 in referee wages without claiming a legend. I decide I want a Tier 2 legend. $500,000 is spent from my referee legend tracker pool, leaving a leftover $500,000 that I can contribute toward whatever legend I choose next.

If I claimed a Tier 1, the whole $1,000,000 would be spent.
Repeat Legends

Repeat legends would still scale mostly the same way as they do now (each repeat increases by 50% of the first legend’s value) in order to encourage people to diversify, while not forcing people to if they’d like to continue down that profession path. Here’s a recap of the model including Tier 2s. The increase still maxes out after 2 increases, so that a legend will never be more than 2x the first one.

Note that only repeat legends only scale per tier and per section. Even if you get several Tier 2 legends in one section, your first Tier 1 through that section will still cost the same as it would if it was your first legend. (e.g. you claim 2 tier 2 art legends for 250k and 375k. Your next tier 2 would cost 500k, as would your first tier 1.)

Tier 1 Scaling
For a Creative (Park/Ranger, Stories/Grader, Art/Curator) legend:
1st Tier 1 Legendary: $500,000 / $500,000 total
2nd Tier 1 Legendary: $750,000 / $1,250,000 total
3rd Tier 1 Legendary: $1,000,000 / $2,250,000 total
All further Tier 1 Legendaries: $1,000,000

For a Reffing/Judging legend:
1st Tier 1 Legendary: $1,000,000 / $1,000,000 total
2nd Tier 1 Legendary: $1,500,000 / $2,500,000 total
3rd Tier 1 Legendary: $2,000,000 / $4,500,000 total
All further Tier 1 Legendaries: $2,000,000

Tier 2 Scaling
For a Creative (Park/Ranger, Stories/Grader, Art/Curator) legend:
1st Tier 2 Legendary: $250,000 / $250,000 total
2nd Tier 2 Legendary: $375,000 / $625,000 total
3rd Tier 2 Legendary: $500,000 / $1,250,000 total
All further Tier 2 Legendaries: $500,000

For a Reffing/Judging legend:
1st Tier 2 Legendary: $500,000 / $500,000 total
2nd Tier 2 Legendary: $750,000 / $1,250,000 total
3rd Tier 2 Legendary: $1,000,000 / $2,250,000 total
All further Tier 2 Legendaries: $1,000,000

Special Cases:
Contests: Tier 1 Legends will continue to require 35 Master Ribbons, with at least one of each attribute on one Pokemon. A Tier 2 will also require 1 of each attribute on one Pokemon, but will only require 15 Master Ribbons total.

Park / Stories / Art: Tier 1 Legends will continue to require 500k in their respective activities. Tier 2 Legends will require 250k in their respective activities. These legends do not scale, but they are now repeatable.

Overall, we want to encourage a more positive culture around legends. We want people to be able to make the most fun choice for themselves when claiming a legend and still be able to feel good about it. We think that these are good changes to do that with! Please let us know your thoughts.

Ways to get Permanent Legends:

Legend Defender Champion (15 defends with 8+ unique challengers)
Become Champion
Win a Writing Competition (sometimes, if 16+ entrants; ask Stories Section Head for more details)
Art: Earn $500,000 (Sketchbooks count!)
Story: Earn $500,000
National Park RP: 500,000 characters
Contests: Earn 35 Master Rank ribbons, with one ribbon of every attribute on at least one Pokemon. Duplicate ribbons of the same attribute on a single Pokemon are excluded.
Refs: Earn $1 million
Rangers: Earn $500,000
Graders: Earn $500,000
Curators: Earn $500,000
Judges: Earn $1 million (both $ and CC count towards this combined)
Repeat Legends for Professions: You may earn multiple legends through the same profession. After receiving your first legend, subsequent milestones will increase by 50% of the base value. These increases will be capped after two, so a Legendary milestone will never increase past 200% of the base value.
Example using $500,000 as the base:
1st Legendary: $500,000 / $500,000 total
2nd Legendary: $750,000 / $1,250,000 total
3rd Legendary: $1,000,000 / $2,250,000 total
All further Legendaries: $1,000,000
Example using $1,000,000 as the base:
1st Legendary: $1,000,000 / $1,000,000 total
2nd Legendary: $1,500,000 / $2,500,000 total
